Port visas are a method of application
NIA’s port-visa FAQ distinguishes applying at a port from a particular visa category. It is not a universal tourist visa on arrival offered to every passport holder. The published guidance concerns ordinary-passport travellers with urgent entry needs who cannot obtain an overseas visa in time, and describes supporting evidence for that need. The port visa authority assesses the application. Do not buy a leisure flight assuming that choosing a destination with a visa desk removes the need to establish eligibility.
Ask the intended port authority before departure
NIA recommends advance contact or submission to obtain preliminary approval where appropriate, reducing the risk of arriving without an approvable case. Use the authority responsible for the intended arrival port rather than a generic airport customer-service number. Explain the passport, urgency, purpose, inviting party and complete itinerary. A consular visa office, airline desk and port visa authority perform different functions. Keep any preliminary instructions accessible for check-in, while recognizing that preliminary assessment is not the same as final admission.
Evidence must explain the urgent purpose
The NIA guidance calls for a valid passport or other relevant travel document and supporting material establishing the urgent reason for entry. An urgent business example includes an invitation explaining the business purpose, urgency and principal arrangements, with supporting evidence of the emergency. Humanitarian and other cases need evidence appropriate to their circumstances. A hotel reservation alone does not prove urgent need. Ask for the specific list from the port authority, and keep dates and names consistent across the explanation and travel bookings.
A tourist group has an organizing-agency process
The published FAQ says a tourist port-visa group of at least two people is handled in advance by the Chinese travel agency responsible for organizing and receiving it. The agency submits the invitation, participant list and reception plan to the relevant authority. Two friends booking separately should not assume that their shared hotel automatically forms an eligible organized group. Ask which agency is responsible and what documents the passengers must carry. A group arrangement also needs a clear plan for participants who change travel or leave the group.
Do not merge regional entry schemes into one promise
A regional policy, a cruise-group exemption, 24-hour transit, 240-hour transit and an individually assessed port visa are different routes. Shenzhen-area or island arrangements should be checked against their own current notices instead of being used as proof that every arrival permits thirty days throughout China. The issued document and authority instructions determine the actual stay, entries and conditions. If the proposed trip includes a restricted area or a change of purpose, obtain the relevant permission check before arranging a domestic transfer.

Coordinate the carrier’s check-in decision
Before departure, ask the operating carrier what evidence it requires for a port-visa traveller. Provide the actual passport category, intended port and any authority instructions. A sales agent’s willingness to sell a seat does not guarantee boarding. Keep a record of the enquiry and the official contact used for the visa check. If the airline cannot establish that the documents meet its boarding requirements, resolve that issue before reaching the airport rather than relying on a last-minute explanation at the gate.
Read the permission that is actually issued
If the application succeeds, inspect the visa category, entries, allowed stay and any conditions on the issued permission. Compare them with the hotel dates, domestic movement and final international journey. An old webpage’s broad statement about a maximum stay is not a substitute for those fields. Keep the authority’s collection and entry instructions with the travel folder. If the visa is refused or the approved conditions do not fit the booked itinerary, change the travel rather than attempting to reinterpret the permission yourself.
Have a document-based fallback
For a non-urgent holiday, an ordinary consular visa or an independently eligible exemption may be a more suitable route, subject to the actual passport and itinerary. Check that option before purchasing fixed travel. If a port application cannot proceed, ask the authority what route is appropriate; do not assume a different airport will reach a different result on the same evidence. A refundable hotel or a fare that can be changed can limit practical disruption, but a commercial cancellation policy cannot create immigration eligibility.
Reconcile the final document before a domestic booking
After a port-visa decision, compare the issued name, passport number, visa category, permitted stay and number of entries with the actual onward journey. Keep the original passport and permission available for hotel and real-name rail checks. If the port authority issues a condition different from the proposed itinerary, revise the domestic booking before travelling onward. A preliminary enquiry, an agency submission and the final permission are separate stages. Ask the authority to explain any deadline or geographic condition that is unclear.

Frequently asked questions
Is a port visa available to every tourist?
No. NIA describes an assessed application method for qualifying urgent entry needs and specified group procedures. A destination airport or a short intended stay does not make every traveller eligible.
Should I contact the port before flying?
Yes. NIA recommends advance contact or submission and preliminary assessment where appropriate. Obtain the intended port authority’s instructions for the passport, urgency and supporting evidence.
Does a hotel booking prove urgent need?
A hotel booking explains accommodation but does not itself establish the urgent reason. Submit the supporting evidence requested for the actual purpose and circumstances.
Can two friends apply as a tourist group on arrival?
A shared booking does not automatically create an eligible agency-organized group. NIA’s group procedure requires advance submission by the responsible Chinese receiving travel agency for groups of at least two.
How long can I remain after approval?
Read the category, stay, entries and conditions on the permission actually issued. Do not apply a generalized old headline to every port-visa case or regional scheme.
